Trade protection adds another case to Germany's launch of China's solar industry

The US tire special protection case has not been resolved, and the Germans have come to the door again. Recently, German solar energy manufacturer Conergy wants to join other counterparts to apply for anti-dumping investigations on Chinese-made solar panels from the German government and the European Commission. On the 16th, the US steel company sought to sue an anti-dumping duty of 60% or higher on Chinese imports of steel pipes.

At the “Green Choice” forum hosted by Sohu on the 17th, many experts launched a heated debate on whether the solar photovoltaic industry is over-represented. Many people believe that the current problem of the solar photovoltaic industry is not overcapacity, but insufficient domestic market development, "causing 99% of products to be exported." In the new round of trade protectionism, the consumption power of foreign markets has been interrupted, and the consumption power of the domestic market has not been able to be cultivated, which may cause a new round of "overcapacity" illusion in many domestic industries.

Subsidy policy allegedly dumped

Two weeks ago, German photovoltaic company Conergy and SolarWorld joined forces with several component manufacturers to lobby the German government and the European Commission for anti-dumping investigations on Chinese-made solar panels. The German side said that Chinese producers cannot make a profit without state support.

Frank Asbeck, CEO of SolarWorld in Germany, said that the Ministry of Finance's “Grid-connected photovoltaic power generation project is subsidized in principle according to 50% of the total investment of the project” is a direct subsidy for PV companies.

The reporter was informed that the so-called "direct subsidy" of the German side refers to the relevant measures for the solar energy industry introduced by the Ministry of Finance this year.

After the “Solar Roof Plan” issued by China in March (“Implementation Opinions on Accelerating the Application of Solar Photovoltaic Buildings”), the Ministry of Finance re-launched the “Golden Sun Project” in July (the Interim Measures for the Administration of Financial Subsidy Funds for the Golden Sun Demonstration Project) 》). The policy stipulates that for grid-connected photovoltaic power generation projects, the state will grant subsidies in principle to 50% of the total investment in photovoltaic power generation systems and their associated transmission and distribution projects; among them, independent photovoltaic power generation systems in remote and non-powered areas will be 70% of the total investment. Grants are granted; for the key technology industrialization and basic capacity building projects of photovoltaic power generation, support is mainly provided by means of interest subsidies and subsidies.

Chinese companies set out to deal with

However, some insiders analyzed that the German side’s anti-dumping investigation against Chinese companies is very far-fetched. Because Germany is one of the countries that passed the photovoltaic power generation support policy earlier.

The vice president of the European Photovoltaic Industry Association said in a recent forum in Wuxi that “we started to develop wind energy in 1991, but this has greatly promoted photovoltaic power generation with the change and revision of the fixed electricity price policy in 2004. The review and change of policy is like a start button that has launched the global photovoltaic power generation market, making him a global focus."

Han Xiaoping, CIO of China Energy Network, believes that the root cause of the anti-dumping investigation requirements of German companies is that their operating results are too poor. German solar leading company Q-Cells recently released a performance report, the data shows that the company lost 700 million euros in the first half. The company is preparing to lay off 500 people, leaving 2,100 employees to be part-time workers, and is in a state of semi-unemployment.

The reporter also learned that on September 10, many high-level PV companies in China, such as Wuxi Suntech, gathered in Beijing to discuss the allegations of “low-cost dumping of Chinese PV modules”.

“99% of the market is overseas”

Although China's PV companies have indicated that they will respond fully, the photovoltaic industry can't hide the embarrassing facts under the glamorous appearance.

Shi Zhengrong, chairman of Wuxi Suntech, a well-known domestic PV company, said in an interview that “the business in Germany is less than one percent of its total revenue during the year. It is very small, and 99% of Suntech’s revenue comes from overseas markets.” Anti-dumping, Shi believes that "the cost of production in German enterprises is higher than ours. In the case of poor domestic sales, we naturally put our accounts on our heads."

At the recent State Council executive meeting, research and deployment have restrained overcapacity and redundant construction in some industries, among which polysilicon and fan equipment are listed.

However, at the "Green Choice" forum, Shi Dingzhen, the State Council Counselor and Chairman of the China Renewable Energy Society, believes that the current problem of the new energy industry is not the entire industry surplus. The current so-called surplus is "due to our first two years" The two ends are caused by the outside world, and the raw materials are outside.

Li Junfeng, deputy director and researcher of the Energy Development Institute of the National Development and Reform Commission, also believes that from another perspective, our total capacity is not excessive, but the market is actually too small. For example, photovoltaic power generation, produced 2.5 million kilowatts last year, polycrystalline silicon, crystalline silicon battery is 2 million kilowatts, but the real domestic market consumption is only 20,000 kilowatts, we only have 1% of the consumer market, 99% of the products are exported, we do not To open up the domestic market, the production capacity is definitely surplus.
